I thought they worked by reflection of extremely high frequency radiation, which is very accuratehow a mobile camera which works on trigonometry can be sufficiently accurate

Isn't this dependent on the accuracy of the database maintained by the service provider?how long will it be before GPS driven in-car detector warning devices start going off in areas where there are no cameras, just a black spot
I suppose the answer to that is "When and if they become compulsory". However, I think that would be never, because there are always going to be ways to overcome that - you only need a low power transmitter to jam the frequencies the GPS uses, and it will stop workingand when will in car GPS’s be used to issue fines!
